Ethernet cable plugged in but not able to connect to device

I recently changed the Ethernet cable from my device to laptop. Now my usb to Ethernet is not recognising device, go through the basic set up steps and the IPs are as they should be. But it’s like the usb to Ethernet is trying to connect to internet instead of a device. How do I troubleshoot this?
