When assembling the wheels on the top row, only fit the final shims and nyloc nuts after both wheel assemblies have been assembled up to the step where the 6mm spacer has been added. Then the bolts can be inserted through the Y-Plate inner and shims and nyloc nuts fitted. If you fit the nyloc nut on the first of the top two earlier, it makes assembling the second one very fiddly.
