Precision shim recess size mismatch?

Are the recesses in the acme thread blocks supposed to be 0.25mm undersized to the 10mm x 5mm x 1mm "precision shims" the assembly instructions show being installed there? If they are how are we supposed to install them? Are they intended to sit over top the recess? Specific step as an example of what I’m talking about: 3. X-Carriage Assembly

Thank you for the clarification. Now I'm curious as to what the purpose of it is. I wonder if it has anything to do with ensuring the block and the shim don't stick together?
